I. Any manger, coach or player ejected from a game must sit the next game. A second ejection will result in a three game suspension and an MBSA disciplinary hearing.
II. There are no protests. All decisions made by the umpire on the field are final. All players must adhere to and wear designated MBSA uniform attire or they cannot take the field.
(a) Players must wear an athletic supporter/cup, metal cleats are allowed.
Heart guards and safety glasses are recommended. It’s the parent’s sole responsibility to ensure their child is wearing all recommended safety gear.
(b) No jewelry can be worn.
(c) Catchers must wear all equipment, no skullcaps are allowed.
(d) Players are allowed to wear school jersey’s and pants (except for the team
cap) if they are coming directly from a school game.
IV. Each game will be 7 innings long. A new inning cannot start after 2 hours have elapsed.
(a) If the game is tied after 7 innings an 8th inning may be played with time
permitting based on the rule above.
(b) An official game is 5 innings (4.5 if the home team is winning)
(c) Maximum of 8 runs per ½ inning
i The 8 run maximum rule does not apply during the 7th inning or
iiPlayoff exception: The 8 run maximum rule per inning does not apply
(d) Mercy rule: 12 runs ahead after 4 innings if the home team is winning
and 5 complete innings if the visiting team is winning and 10 after 5 (Home) or 5½ (visitor)
(e) Games can end in a tie
i Playoff exception: Games cannot end in a tie. Games still tied after 8 full innings or that reach the standard time limit (whichever
comes first) are considered suspended and must be completed the next day. Managers should follow the process in (5) for suspended games.
Time limit - The next inning begins at the moment of the 3rd out of the previous inning.
V. A game is official after 4.5 innings if the home team is winning; 5 innings if the visiting team is winning. This means if the game ends due to the time limit or darkness it is an official game.
VI. Suspended games are games that end before they are official. Suspended games must be resumed from the point of suspension. Keep your book and batting orders for both teams not just yours.
VII. Pitch count rules can be found in the “MBSA Pitching Rule Supplement”.
Specific division rules supersede the supplement.
A player that pitches 6 innings in a game and is below the pitch count limit may pitch the 7th inning in that game but cannot exceed the total allowable pitch limit. Teams may use pitchers league-age 16 and above for a max of 3 innings per game.
When the playoffs begin a pitcher may pitch 9 innings per week. The week starts at the first game of the playoffs.
VIII. A manager or coach may make one trip to any one pitcher in any one inning.
On the second trip that pitcher must be replaced. The pitcher can take any other position but may not pitch again in that game.
(a) Balks: Balks will be called.
Injuries and Scheduling conﬂicts.
You can start a game with 8 players and must ﬁnish a game with 8 players. If you start a game with 8 players and 1 player leaves you forfeit the game. With that said, every attempt possible will be made to insure there are no forfeits in the league. If a team knows it will have less than 9 players to start a game the following procedure shall take place:
The team will notify the commissioner ASAP as to which player(s) will be missing. The commissioner will make his best efforts to ﬁnd a comparably skilled player as a ﬁll in. This player may not pitch and will be restricted to defending the corner outﬁeld positions.
Season ending Injuries
Should a season ending injury cause a team difﬁculty in ﬁelding a complete team for the remainder of the season, the commissioner and Division VP will attempt to replace the injured player with a comparably skilled player on the roster. Under no circumstance may the injury replacement and injured player appear in the same game. Should the injured player recover faster than expected the manager will need to choose between the recovered player and the replacement when composing his lineup for the game.
IX. Any player that warms up a pitcher either before an inning or in between innings
must wear a protective mask.
X. Every Player must play at least 4 innings in the field (7 inning game). Except for
the pitcher free substitution is in effect.
XI. The batter is allowed to try and advance to first base on a dropped third strike.
Standard rules apply.
XII. Intentional walks are permitted. The pitcher must pitch to complete the walk.
XIII. All players must hit in the lineup with free substitutions in the field.
XIV. A player injured or leaving the game will not be recorded as an out in the lineup.
XV. A player arriving after the game starts will be inserted at the bottom of the
XVI. With two outs a Manager should put in a courtesy runner in for the catcher to
keep the game moving. The runner must be the last batted out. The player being substituted for must be the catcher of the upcoming inning. The purpose of the speed-up is to allow the catcher time to gear up. Who caught the previous ½ inning is not relevant.
XVII. The team on offense should have a 1st and 3rd base coach. The manager may
appoint a third coach to manage the bench.
XVIII. Home team shall always use the first base dugout.
IXX Base Running:
(a) Runners must slide or avoid except for home where sliding is mandatory.
XX. No barreling by a runner or fielder is allowed. A warning will be given the first
time. 2 occurrences by the same player during the same game will result in the
player being ejected for the remainder of the game. When the runner is the
offender an automatic out will result. When the fielder is the offender the runner
XXI. Batters, base runners and player base coaches MUST wear helmets.
XXII. BATS - -5 for 12 year olds are allowed. -3 for all other players.
1. If a player uses an illegal bat and it is noticed by either the umpire or the
defensive team before the completion of that at-bat the batter will be
deemed out and the runners will return to the time of the previous pitch.
If the defense is somehow harmed by this result, they may elect the
offensive team not be penalized. In that this is a matter of safety, the
defense will not have the option to waive the penalty if they are not
harmed by the result.
XXIII. Any player charging the mound will be ejected from the game.
